For pre-defined projects

The direct award procedure for three pre-defined projects

 

Three pre-defined projects - GeoRefAct, Valga-Valka Recreational Area, and PACKDEPO - submitted their project applications by the set deadline on 14 December 2020 requesting in total 1.5 MEUR. The monitoring committee took the selection decisions about the projects Valga-Valka Recreational Area and GeoRefAct on 8 January 2021. The project PACKDEPO was selected for funding on 22 January 2021.

As a result of amending the Estonia-Latvia programme document in September 2020, the direct award procedure was launched on 26 October for the three pre-defined projects under priority 2 for the following specific objectives: SO 2.2 - Increased awareness of energy-saving, sorting waste and re-use, and the more efficient management of common water resources (for the awareness activity), SO 2.3 More integrated Valga-Valka central urban area and the new SO 2.4 More harmonized geodetic reference systems.
 

From 26 October till 14 December (14:00) 2020 the applications of the three pre-defined projects can be submitted in the eMS of the Estonia-Latvia programme.  

Direct award procedure consists of compulsory consultation and submission of application. 

 

 

Compulsory consultation

 

The JS organises the compulsory pre-submission consultation with pre-defined projects’ partners to give more detailed information about the conditions, criteria, preparation and submission of the pre-defined project.

The communication between the applicant and JS qualifies as a consultation if:

  1. The representative(s) of the LP’s organization are present – face to face or virtually (Skype, Zoom or similar).
  2. The project objective, content, cooperation aspect, eligibility of the planned activities and indicative budget is presented and discussed.

 

 

Grant sizes and co-financing rate

 

The maximum grant size is set for each pre-defined project in the programme manual for the direct award procedure:

Co-financing from the programme can be up to 85% of the total eligible costs for all types of partners.

 

 

Examples of expected activities

 

SO 2.2 Increased awareness of energy-saving, sorting waste and re-use, and the more efficient management of common water resources.

 

Expected activities:

  • awareness-raising campaigns on joint packaging deposit system between Estonia and Latvia,
  • pilot activities in border municipalities (e.g. Valga-Valka) on harmonising Estonian and Latvian packaging deposit systems,
  • solution-oriented workshops,
  • improvements in data processing and the use of digital tools,
  • elaboration of political and technical guidance to improve cooperation and capacity building of authorities and relevant stakeholders.

 

SO 2.3 More integrated Valga-Valka central urban area.

 

Expected activities:

  • Cleaning 2 artificial Pedele lakes and Konnaoja/Varžupīte (e.g. removing excess flora and sediments, etc). Creating resting areas and renewing the urban landscaping in Pedele recreation area. Improvement/reconstruction of existing sports fields and/or children's playgrounds.
  • Creating pathways next to Konnaoja/Varžupīte, in order to improve pedestrian access to the new Valga-Valka Centre area. Reconstructing Semināra/Sepa bridge.  
  • Reconstructing pedestrian’s paths from Sēlija Street till Ramsi bridge on both sides of Pedeli river on Valka side.

 

SO 2.4 More harmonized geodetic reference systems.

 

Expected activities:

  • High precision geodetic measurements based on the latest achievements of the global positioning satellite systems, determination of point heights with high-precision levelling and gravity values with relative gravity meters
  • Verification, adjustment and analysis of measurements in the common coordinate, height and gravity systems. Calculation of height and coordinate transformation models between different national systems, field evaluation and testing of the models
  • Implementation of high accuracy height and coordinate transformation models into the easy-to-use web application.

 

 

Specific requirements

 

The pre-defined project involves at least the following partners:

  1. SO 2.2: The Estonian Ministry of the Environment, the Latvian Ministry of Environmental Protection and Regional Development
  2. SO 2.3: Valga Municipality Government, Valka Municipality Government
  3. SO 2.4: Estonian Land Board, Latvian Geospatial Information Agency.

Publicity guidelines

 

Publicity Guidelines inform you about the use of the programme Logo and requirements for reference to the funding of the programme. If these requirements are not followed or only partly followed, the related events, publications, etc. may become partly ineligible for ERDF co-financing and a financial correction decision is made based on Annex 6. Guidelines to Financial Corrections.

Costs related to the fulfilment of these requirements can be included in the budget of the project.

Submission 

 

The project application has to be developed and submitted in the electronic monitoring system of the programme. Deadline for submission of project application in eMS is Monday, 14 December 2020 at 14:00.

Additional documents to be submitted together with the application form:

  1. Lead partner’s confirmation of the application form
  2. Partners (including lead partner) co-financing statements
  3. Declaration by Latvian partners (including lead partner) confirming that project partners have repaid any EU or national support to be refunded by the deadline and that the partner or his legal representative has not been validly sentenced or penalized.

4. Document „Justification of investments“ in the following cases and as described in the point 6.2.2. of the programme manual:

  • Cost of a single piece or a set of equipment in one location exceeds 50 000 euros under the budget line “Equipment”;
  • Construction costs per object/location exceed 50 000 euros under the budget line “Infrastructure and works”;
  • A total cost per object/location under the budget lines “Equipment” and “Infrastructure and works” exceeds 50 000 euros.
